Is it possible to install a counter (that was downloaded free from the internet) on a webhosting plan that doesn't have counter service in it?

Yes, you can. Most hit-counters are programmed in Perl/CGI and are simple to install. Follow the instructions from the supplier of the counter and install the counter in your cgi-bin.  If your account does not have an existing cgi-bin directory, you may create one yourself. However, be sure all scripts are executable (i.e. permissions should be 755) and end with the .cgi extension.
